Vietnam’s Import Surges 18.6% in 2025, Boosting Customs Revenue

Vietnam’s import and export sector continues to expand strongly. This growth contributes directly to economic stability and national revenue. According to the General Department of Vietnam Customs, the total trade value in the first 10 months of 2025 reached USD 762.44 billion, up 17.4% year-on-year. Exports stood at nearly USD 391 billion, while imports reached USD 371.44 billion. As a result, Vietnam posted a trade surplus of USD 19.56 billion — the highest level recorded for this period in recent years.

This performance shows Vietnam’s resilience amid global economic uncertainty. Export and import activities both increased, driven by solid demand for raw materials, machinery, and consumer goods. It also confirms Vietnam’s stronger role in global supply chains.

The impressive import and export growth has directly contributed to record customs revenue. In October 2025, Vietnam collected VND 41,564 billion in customs duties, up 10% from the previous month. Cumulatively, customs revenue reached VND 379,816 billion, equivalent to 92.4% of the annual target and 80.8% of the government’s ambitious target, marking an increase of over VND 32 trillion compared to the same period in 2024.

The strong revenue performance demonstrates the effectiveness of Vietnam’s customs policies, modernization efforts, and trade facilitation measures. By streamlining procedures, enhancing transparency, and supporting businesses, customs authorities have created a stable and predictable environment for both domestic and foreign traders.

The strong trade momentum has boosted customs revenue. In October 2025, Vietnam collected VND 41,564 billion in customs duties, up 10% from September. Total revenue in the first 10 months reached VND 379,816 billion, equivalent to 92.4% of the annual target and 80.8% of the government’s target. This figure represents an increase of more than VND 32 trillion compared to the same period in 2024.

These results highlight the effectiveness of customs reforms. By streamlining procedures, improving transparency, and supporting enterprises, Vietnam Customs has created a predictable environment that benefits both local and foreign businesses.

Combating Smuggling and Trade Fraud

Vietnam Customs is also intensifying efforts to fight smuggling, trade fraud, and counterfeit goods. In October 2025 alone, authorities detected 1,793 violations worth VND 1,856 billion. These cases brought VND 46.1 billion to the state budget. Of the total violations, 56.9% occurred at sea, 30.2% on roads, and 5.85% by air.

Officials noted more sophisticated methods used by violators. These included abusing transit and transshipment procedures, faking labels, and hiding gold or foreign currency in luggage or vehicles.

Anti-Drug Efforts

Vietnam Customs has also strengthened efforts to combat drug trafficking. From September 15 to October 14, 2025, customs authorities coordinated with other law enforcement units to detect 13 cases involving 19 suspects, seizing nearly 25 kg of drugs, including heroin, ketamine, and synthetic substances. From the beginning of the year to mid-October, authorities handled 165 cases involving 213 suspects, confiscating a total of 2,326 kg of drugs.

These anti-drug measures underscore the Customs sector’s commitment to protecting the community and ensuring safe, legal trade.

Regional and International Cooperation

Vietnam Customs actively promotes regional and international cooperation. The 6th Vietnam-Cambodia Border Customs Conference and the upcoming review of the Mekong Dragon Campaign Phase VII have strengthened information sharing and joint enforcement efforts, enhancing cross-border trade security and efficiency.

The surge in Vietnam’s import and export activities, coupled with strong customs enforcement, is a key driver of economic growth and fiscal stability. By increasing trade revenue, combating smuggling, trade fraud, and drug trafficking, and creating a transparent business environment, the Customs sector plays a vital role in supporting sustainable development and positioning Vietnam as a dynamic participant in the global trading system.
