It is expected that in 2025, the total electricity production and import will reach 347.5 billion kWh, an increase of about 12.2% compared to 2024, of which the total power source capacity (excluding rooftop solar power) will increase by 6.2%.
According to the representative of the Ministry of Industry and Trade, the electricity supply situation from the beginning of 2024 to now has been well implemented, ensuring to meet the needs for socio-economic development and people’s daily life nationwide in the context of high load demand, many fluctuations in weather, natural disasters and hydrology of hydropower reservoirs.
The total electricity output of the entire national power system by the end of 2024 is estimated to reach 309.7 billion kWh, an increase of 10.1% over the same period in 2023, exceeding 2% compared to the plan for electricity supply and operation of the national power system in 2024 (Decision No. 3110/QD-BCT dated November 30, 2023) and basically achieving the target set out in the adjustment of the plan for peak electricity supply in the dry season and the whole year of 2024 (Decision No. 924/QD-BCT dated April 19, 2024).
In particular, in 2024, with the determination of the Government and the Ministry of Industry and Trade, the National Power System Control Center was separated from EVN and the National Power System and Electricity Market Operation Limited Liability Company (NSMO) was established under the Ministry of Industry and Trade. This is one of the successes and prerequisite steps to create a premise for better implementation of the restructuring of the electricity industry to serve Vietnam’s competitive electricity market.
The representative of the Ministry of Industry and Trade said that although the national power system basically meets enough electricity for socio-economic development and people’s needs. However, the implementation of energy transition from fossil energy sources to renewable energy sources, new energy to implement the commitment to reduce emissions at COP26… is still slow; the competitive wholesale electricity market is currently operating at a simplified level because the information technology infrastructure serving the operation of the electricity market is still in the process of investment and upgrading.
In addition, the high growth rate of electricity load and the high proportion of renewable energy sources in recent years are some of the major challenges in the development and operation of the electricity system and the electricity market.
In particular, when unfavorable factors occur simultaneously such as low water flow, prolonged severe heat, and major problems with many generators, there is a potential risk that some areas in the North may lack peak capacity at some hours during the hottest days.
In order to serve socio-economic development, the Ministry of Industry and Trade expects that in 2025, the total electricity production and import of the entire system will reach 347.5 billion kWh, an increase of about 12.2% compared to 2024, of which the total power source capacity (excluding rooftop solar power) will be 82,097 MW, an increase of about 6.2% compared to 2024.
With the above goal, the Ministry of Industry and Trade will direct and operate to ensure sufficient electricity supply for production and daily life in 2025; Organize working groups to prepare for ensuring electricity supply to serve socio-economic development and people’s lives in 2025, especially during the peak dry season months.
