Major boost for Vietnamese rice Directive 08

Published on 28.03.26

Directive 08/CT-BCT marks a strategic milestone for Vietnamese rice. By driving high-value growth and global expansion, this policy secures the nation’s position as a premier, sustainable food supplier.

Directive 08

The Ministry of Industry and Trade (MoIT) issued this framework on March 19, 2026. Consequently, it functions as more than a simple regulatory update. It is a major boost designed to solidify Vietnam’s global standing while maximizing returns for both farmers and exporters.

Why Directive 08 is a game changer?

In the first two months of 2026, Vietnam exported 1.27 million tons of rice, showing steady growth. However, the global market is becoming increasingly complex with fluctuating prices, strict quality standards, and shifting trade policies.

Directive 08 arrives as a timely intervention to align domestic production with international demand. It emphasizes that rice export management must be closely linked to domestic market stability, food security, and sustainable business efficiency. For the first time, a directive integrates trade promotion, technical barriers negotiation, and internal market discipline into a single strategic thrust.

Directive 08 – A strategic roadmap

During the first two months of 2026, Vietnam exported 1.27 million tons of rice. While this shows steady growth, the global market is becoming increasingly complex. Traders now face fluctuating prices, strict quality standards, and shifting trade policies.

Strategic FTA & Market Expansion

Directive 08 accelerates Vietnamese rice exports by integrating support into FTAs like EVFTA and UKVFTA. By securing broader tariff quotas (TRQs) in the EU and UK, Vietnam aims to dismantle trade barriers, allowing premium fragrant rice to reach high-value markets with minimal to zero tariffs.

Intelligence & Risk Mitigation

Information is key; thus, trade offices abroad serve as the industry’s “eyes and ears.” They provide a major boost through real-time monitoring of global supply-demand and early risk alerts on trade disputes or food safety changes, while assisting exporters in navigating complex international legalities.

Quality Discipline & Brand Integrity

To protect the national brand, Directive 08 enforces a “quantity to quality” shift. The Agency of Foreign Trade strictly penalizes fraud and unfair competition, ensuring Vietnamese rice meets the rigorous standards of the US, Japan, and EU under the 2030 Development Strategy.

Impact on the Domestic Supply Chain

Beyond expanding into global markets, Directive 08 focuses on strengthening the domestic foundation of Vietnamese rice. The directive encourages provincial Departments of Industry and Trade to collaborate with the agricultural sector to select climate-resilient, high-yield seeds and streamline paddy processing, ensuring farmers receive fair prices. This domestic major boost is further supported by modernizing logistics in line with the 2050 Logistics Development Vision to minimize post-harvest losses.

Simultaneously, exporting enterprises are urged to enhance risk management and maintain mandatory reserves, balancing national food security with the agility needed to seize international opportunities in a transparent, competitive environment.

A resilient future for Vietnamese Rice

The issuance of Directive 08 by the Ministry of Industry and Trade is a bold statement of intent. It recognizes that in 2026, being a large exporter is not enough – Vietnam must be a smart and high-quality exporter.

The major boost for Vietnamese rice, Directive 08 ensures that every grain of rice exported carries the hallmark of quality, transparency, and sustainability. As the global community continues to face food security challenges, Vietnam stands ready to provide a stable, high-quality supply, benefiting both the national economy and the global consumer.
