Vietnam is entering a new phase of technological transformation with the official introduction of 10 strategic technology groups under Decision No. 21/2026/QĐ-TTg, effective from July 1, 2026. The policy aims to strengthen innovation, accelerate digital transformation, and improve national competitiveness.
As global competition in advanced technology intensifies, Vietnam is positioning itself as a rising innovation and investment hub in the region.
What are strategic technology groups?
Strategic technology groups are high-impact technologies that support economic growth, industrial modernization, digital transformation, and national competitiveness.
According to Vietnam’s latest policy framework, the 10 strategic technology groups include:
1. Digital technology
This group includes AI, cloud computing, big data, blockchain, and IoT. Digital technology is expected to accelerate smart operations, automation, and digital transformation across industries.
2. Next-generation mobile network technology
5G and future 6G systems will improve connectivity, support smart cities, and enhance industrial automation and digital infrastructure.
3. Robotics & automation technology
Automation and robotics help businesses improve productivity, reduce manual processes, and modernize manufacturing and logistics operations.
4. Advanced biotechnology & biomedical technology
This sector focuses on healthcare innovation, precision medicine, biotechnology research, and advanced agricultural applications.
5. Advanced energy & materials technology
Renewable energy, battery systems, and advanced materials are expected to support sustainable growth and green transformation goals.
6. Semiconductor technology
Semiconductors are essential for electronics, AI systems, and smart devices. Vietnam aims to strengthen its position in the global chip supply chain.
7. Cybersecurity & quantum technology
As digital transformation expands, cybersecurity and quantum technology will play an important role in protecting digital infrastructure and data systems.
8. Marine, ocean & underground technology
This group supports marine resource development, offshore energy projects, underwater engineering, and maritime economic growth.
9. Aerospace technology
Aerospace technology includes aviation systems, satellites, UAVs, and advanced transportation technologies for future infrastructure development.
10. High-speed rail & urban railway technology
Modern railway systems are expected to improve transportation efficiency, regional connectivity, and sustainable urban development.
