On December 10, 2025, Vietnam’s National Assembly approved the Resolution on Adjusting the National Master Plan for the 2021–2030 period, with a vision to 2050. All attending deputies voted in favor. As a result, this decision marks a major milestone in national development planning. It also creates a long-term framework for infrastructure investment, regional growth, and logistics development.

Strategic adjustments aligned with economic restructuring
According to the Government’s report, presented by Minister of Finance Nguyen Van Thang, the adjusted master plan was reviewed to ensure consistency with the draft Political Report for the 14th National Party Congress. In addition, it aligns closely with recent resolutions issued by the Politburo.
Notably, the revised plan adds a key economic target. It aims for the processing and manufacturing sector to account for around 28% of GDP. Therefore, this adjustment reflects Vietnam’s shift toward higher value-added production and deeper industrialization.
As industrial output expands, logistics services become increasingly important. They support manufacturing, facilitate trade flows, and enhance export competitiveness. Consequently, logistics is positioned as a critical backbone of economic growth.
Expanding growth poles and shaping new logistics hubs

One of the Resolution’s key highlights is the expansion of national growth regions. The four existing growth poles, defined under Resolution No. 81/2023/QH15, have been extended to nearby areas with strong potential in industry, urban development, and transport connectivity.
Meanwhile, the Government officially added the North Central Growth Region. This region includes Thanh Hoa, Nghe An, and Ha Tinh provinces. Thanks to its advantages in seaports, heavy industry, energy projects, and multimodal transport, the area is expected to become a major logistics gateway. As a result, it will help connect Northern and Central Vietnam more efficiently.
In addition, the amended master plan prioritizes the development of Free Trade Zones (FTZs) in the Southeast. It also promotes coastal economic zones in the South Central Coast and the Central Highlands. These zones are designed to attract foreign direct investment and support export-oriented manufacturing. Over time, they will form integrated logistics centers that link seaports, airports, industrial parks, and urban areas.
Climate resilience and sustainable logistics networks
Another important pillar of the revised plan is climate resilience. The Resolution places greater emphasis on disaster prevention and climate change adaptation. Specifically, it prioritizes flood control, landslide prevention, and early warning systems.
These measures are especially critical for large cities and mountainous regions. By strengthening resilient infrastructure, Vietnam aims to protect logistics networks from disruptions. Therefore, supply chains can remain stable despite increasingly severe natural disasters.
A long-term framework for logistics to drive national competitiveness
The approval of the adjusted National Master Plan goes beyond spatial planning. It establishes a comprehensive strategic framework in which logistics is positioned as a foundational service industry, supporting industrial growth, regional integration, and international trade.
With synchronized investments in transport infrastructure, the expansion of growth regions, and the development of Free Trade Zones, Vietnam’s logistics sector is expected to gain new momentum-enhancing national competitiveness and enabling the country to move further up the global value chain in the decades ahead.
